Associate Vice President of Business Development (Project Management)



Flagger Force, an industry leader in traffic control, is currently hiring an Associate Vice President of Business Development. This position will be based out of our corporate campus located in Hummelstown, PA.

The Associate Vice President (AVP) of Business Development leads the centralized business development operations at Flagger Force. This executive role oversees the entire non-utility sales support structure, including Inside Sales Market Specialists, the Client Intake team, and all CRM-enabled client growth functions. The AVP is responsible for integrating intake, onboarding, inside sales, and market intelligence into a scalable, high-performance business development engine.

Reporting directly to the VP of Sales and Marketing, the AVP ensures that sales growth across markets is supported by clear systems, empowered teams, and actionable data. This leader also drives forecasting, RFP coordination, bid strategy, and alignment across departments to ensure a seamless client experience and sustainable growth.



Key Responsibilities:

Team Leadership & Structure

Lead the Client Intake team and Inside Sales Market Specialists team aligned to field AVPs.
Continuously refine team roles and workflows to ensure clarity, eliminate redundancies and promote focused execution.
Foster a transparent, performance-oriented culture rooted in accountability and cross-functional coordination.


Sales Process & Systems Integration

Align sales intake, onboarding, and client support processes with strategic growth goals and operational capacity.
Oversee consistent and effective use of the CRM platform, ensuring accurate data capture and actionable reporting.
Translate business development strategies into clear, repeatable daily and weekly team workflows.

Field Alignment & Inside Sales Support

Serve as the connective tissue between centralized BD capabilities and field execution, ensuring Inside Sales focuses on the optimal client priorities.
Collaborate with the VP of BD to establish regional growth targets and align BD team resources accordingly.
Provide leadership visibility into client engagement activity, risks, and opportunities through clear documentation and metrics.

Contract & Intake Oversight

Oversee intake and contract workflows in coordination with the Finance team, ensuring responsive client handling and smooth onboarding.
Support standards for contract review, legal coordination, and data accuracy.
Track and report on intake performance, including conversion rates, time-to-contact, and pipeline progression.

Analytics, Forecasting, and Strategy Execution

Monitor sales activity across all BD channels and surface insights to the VP of BD and Strategy team.
Contribute to monthly and quarterly business reviews and play a leadership role in annual sales planning.
Champion the adoption of BD dashboards, CRM reporting, and forecasting tools in partnership with Finance and Analytics.

CRM as Source of Truth: CRM is consistently used to document and drive client engagement, sales forecasting, and intake management with clean, reliable data.
Field-Driven Growth Support: Field AVPs and frontline leaders receive proactive, strategic support from Inside Sales, with the AVP ensuring alignment with company-wide priorities.
High Intake Conversion Rates: Inquiries convert efficiently to active clients, onboarding is seamless, and contract workflows run with minimal friction.
Coaching and Performance Routines: Direct reports are supported through structured 1:1s, transparency and feedback loops that drive continuous improvement.
Executive Visibility and Strategic Influence: The AVP brings actionable insights, challenges assumptions, and shapes business development priorities in partnership with the CEO and senior leadership.
Cross-Functional Collaboration: Strong working relationships with Marketing, Strategy, Legal, and Finance lead to aligned priorities, smoother workflows, and stronger client outcomes.
