Vice President of Facilities and Safety (Maintenance)

QUALIFICATIONS:

  1. Vocational Training Program or Trade Certification(s) Preferred.  High School diploma or equivalent required.
  2. Minimum five (5) years supervisory experience in a maintenance or construction related field.
  3. Minimum ten (10) years employment history in general maintenance - plumbing, electrical, HVAC, carpentry, grounds, computer, vehicle repair, etc.
  4. Working knowledge and experience involved in maintenance related regulations for CARF, Department of Human Services, Labor & Industry, OSHA, Pennsylvania Department of Education, and Fire & Safety regulations
  5. Good written and verbal communication skills including the reading of building/project  blueprints.
  6. Must have the capacity to grasp and adjust to new and changing situations.
  7. Must be proficient in Google Business and Microsoft Office
  8. Must be able to adjust hours to job requirements.
  9. Must be able to work independently.
  10. Valid driver's license and acceptable driving record.
  11. Access to a telephone.  Must be reachable by telephone.
  12. Must have acceptable PA State Police Clearance, PA Child Abuse History Clearance and FBI Clearance. 
  13. Must be able to identify with the agency Mission Statement and support the agency's Core Values.

PHYSICAL REQUIREMENTS:

  1. Manual dexterity and ability to work under pressure.
  2. Must be able to lift at least 50 lbs.
  3. Must be capable of standing on feet for 7-8 hours at a time.

  CORE COMPETENCIES:

Ensure consistency and fidelity with agency values and preferred clinical approaches.

  1. Teach/Coach/Implement Glade Run philosophy that supports family partnership, individualization, generalization to all staff within the department.
  2. All staff should be coached on creating a welcoming environment.
  3. Collaborate with program staff to teach and coach all staff within the department.
  4. Staff surveys to monitor implementation of the above.

 

Ensure ongoing effectiveness and utilization of agency-wide systems.

1. Oversee, troubleshoot and resolve:
a. all utilities, e.g., gas, electric, water and sewage related deficiencies
b. all mechanicals, e.g., HVAC, steam boilers, lighting, elevators and lifts, etc. related deficiencies
c. all security system related deficiencies
d .all fire alarm system and fire system related deficiencies
e. all building/structural related deficiencies
f.  all landscaping/grounds related deficiencies
g. all vehicle related deficiencies
2. Hire, train, evaluate and supervise all maintenance staff
3 Create and monitor all preventative maintenance schedules
4. Assist in directing any special event including set up, parking, etc.
5. Evaluate equipment, vehicles and other facilities for useful life expectancy and projected replacement dates
6. Safeguard all agency maintenance equipment and related assets ensuring appropriate internal controls for protection

Access, measure, and facilitate compliance with any required regulatory agencies: L&I, OSHA, CARF,  DHS,, BOCA, ADA, ASME, CPSC, DEP, PDE, PennDOT, IBC, FCC, Borough of Zelienople, etc.

1.   Read, understand and interpret applicable regulations/standards.
2.   Write department policies and procedures to implement above.
3.   Follow-up and assess for compliance with regulations.
4.   Maintain facilities to meet current regulations/standards.

Collect and analyze facilities related information.

1.   Read, understand and interpret blueprints.
2.   Maintain blueprints, floor plans, occupancy permits, mechanical certifications, etc.
3.   Oversee collection of documentation, inspections, and reports to comply with regulatory standards.

 Ensure ongoing effectiveness and utilization of buildings, land and properties.

1.   In conjunction with the President/CEO maintain effectiveness through relationships with regulatory authorities by
      participation in Borough Council Meetings, Public Hearings, and informational meetings.
2.   In conjunction with the President/CEO assist in overseeing architects, general and sub-contractors, real estate, and
      developers involved in buildings, land development and property sales contracts.
3.   Investigate availability and suitability of options for new premises.
4.   Space allocation, space utilization, and resources of premises.
5.   Oversee all preventive maintenance programs.

Fiscal oversight of agency goods and services.

1.   Ensure that all the materials and service requirements are met in a timely, efficient, and ethical manner.
2.   Ensure that all goods are in compliance with applicable Federal and State rules and regulations, e.g., OSHA, DOE,
      EPA, DEP and other Federal and State agencies having jurisdiction over the products and services required.
3.   Provide recommendations for facilities related capital expenditures.
4.   Prioritize agency-wide facility's needs.

 Ensure the wellness, safety and security of the agency.

1.   Act as the Safety Officer/Co-Chairperson for the Safety Committee.
2.   Provide security as requested.
3.   Write maintenance policies and procedures as needed.
4.   Follow up and assess for compliance with department policies and procedures.
