Health, Safety & Environmental Manager (Biotech)

Oxbow is currently looking to hire a Laborer to join our team in Enid, OK. This position will work under the general supervision of the department supervisor, the Laborer is responsible for assisting the supervisor in the operation of the kilns to ensure maximum contributions to the safety, quality, and productivity of the plant.
This position is responsible for helping lead and drive forward the execution of all components of the Health, Safety and Environmental (HSE) strategy consistent with local and senior management and corporate standards and expectations. Works with management to ensure that site goals are aligned with relevant business line HSE goals and comply with all applicable regulations. Works in conjunction with facility management, Corporate HSE and terminal staff towards continuous safety improvement and support of HSE policies through the implementation of procedures consistent with individual facility requirements and all applicable HSE regulations, codes, standards and permit requirements.
Essential Job Duties

Develops and implements HSE policies, ensures policies and procedures are in place and enforced. Updates current HSE policies as needed.
Provides HSE expertise and support as a resource to facility management and terminal staff.
Supports development and implementation of appropriate performance/program standards outlining HSE expectations.
Development and execution of H&S objectives, targets, strategies and action plans in conjunction with terminal management, to ensure conformance with corporate objectives and requirements.
Development, execution, facilitation and participation in HSE auditing, inspections, hazard/risk assessments, reporting and corrective action tracking.
Plan and direct all activities related to the development, implementation and continuous improvement of the terminal's safety, health and environmental programs and management systems.
Takes a lead role in the development and improvement of job safety analyses (JSA).
Works to establish HSE goals and objectives for each year and monitors and advises on the progress of these goals and objectives.
Conducts investigations and root cause analysis, develops post incident reports and corrective action plans and reports these to management.
Plan and direct all activities related to the development, implementation, administration and continuous improvement of the facility's task specific and regulatory training.
Manage computer-based training programs including course development and tracking.
Track all HSE related work orders and corrective actions to completion.
Leads compliance with air and wastewater permits, maintains all applicable documentation.
Ensure compliance with TCEQ issued air and wastewater permits.
Represents terminal and facilitates TCEQ, TGLO and all other agency audits and inspections.
Follow and assist in the revision of the terminal's Spill Prevention, Control and Countermeasure (SPCC) plan.
Manage handling of all on-site waste, universal waste and recycling materials shipping and maintain records of each.
Conduct EPA Method 22 readings.
Assist in the calculation and tracking of the terminal's carbon footprint.
Maintain terminal conformance with all ISO 14001 requirements and maintain all associated documentation.
Assist and track the sustainability efforts and projects at the terminal.
Keep well organized electronic records of all HSE and compliance related documentation. Work to digitize historic data.
Supports management with special projects and workflow process improvements and other duties as assigned.
Responsible for ordering, dispensing and controlling loss of safety supplies.

Proficient with computers, tablets, handheld devices and computer software including Microsoft Office programs.
Proficiency in MS Office (especially MS Excel and MS Word)
Ability to communicate or exchange ideas by means of verbal or written word to impart information to management, coworkers and clients and to convey detailed instructions to other workers.
Work will require occasional weekend, evening/night and on-call work.
Must be able to travel as needed.
