ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Represent CMHA with regards to contract compliance in areas of Economic Inclusion and Federal/State Wage & Hour; Apply Davis-Bacon requirements properly. Make certain that labor standards, including Davis-Bacon prevailing wage rates, are applied where required. Ensure that any exemptions or exceptions are identified. Recommend compliance mechanisms and procedures for staff that impact wage and hour and economic inclusion areas. Encourage business relationships with CMHA through outreach, training and education of stakeholders. Develop and maintain a contract compliance program encompassing statistical data for agency departments. Investigate probable violations and complaints of underpayment. Develop/Execute a corrective action protocol for contractors that are in non-compliance. When appropriate, pursue debarment and other available sanctions against repeat labor standards violators. Conduct on-site investigations/audits/interviews that impact wage/hour and economic inclusion program areas. Create and maintain a contractor evaluation database to ensure no contracts are awarded to a vendor/contractor who is non-responsive and/or non-responsible in addition to being ineligible for federally assisted work. Provide quarterly reports for Section 3 and MBE/WBE Compliance updates to the Chief Executive Officer and Departmental Directors. Examine certified payroll reports and related documentation to identify any discrepancies and/or violations. Ensure any needed corrections are made promptly. Routinely conduct file audits for proper documentation and proper wage and hour payrolls and certifications. Routinely conduct file audits of CFP/RAD contract files for proper documentation to ensure compliance of all required documentation. Assist other CMHA departments during internal and/or external audits Create and maintain a record of jobs solicitation numbers, assign solicitation numbers and provide applicable prevailing wages determination when requested by staff Maintain full documentation of Federal labor standards administration and enforcement activities. Comply with all HUD requirements concerning special statutory programs and/or other requirements. Prepare reports as required by governing authorities or as requested by immediate supervisor. Attend Pre Bid Conferences and Pre Construction Conferences to communicate expectations of the Housing Authority and to ensure a understanding of compliance requirements. Communicate non-compliance to department director and work with the contactor holding them accountable for proper wage restitution as required for enforcement.. Attend webinars, collaboration meetings, and trainings specifically regarding Wage/Hour and Economic Inclusion subject matter. Stay abreast of federal, state, and local government legislation and programs and advise management of their impact on CMHA. Regularly review and update as necessary SOPs, procurement and contract compliance forms, etc. Seek additional funding grants for opportunities that can be utilized by the Agency creating the application and submitting all documentation for possible award. Manage the Environmental Review process ensuring timely completion and tracking of all Environmental reviews ensuring compliance with regulatory requirements. Manage the following systems SAM.gov, Grants.gov, Grant Solutions HEROS and Elations. Perform additional duties as assigned.
