Sentinel CFT Project Manager (Finance)



Description

Qualis LLC is seeking a Sentinel CTF Project Manager to provide advisory and assistance services to the Air Force at Hill AFB, UT.

Essential Duties:

  • Provides support to the Sentinel Combined Test Force (CTF) Lead Developmental Test & Evaluation Organization (LDTO) in development test and evaluation (DT&E) activities for AF Nuclear Weapons Center missile systems.
  • Supports Sentinel and Minuteman III developmental test efforts to assess performance against stated program requirements.
  • Plans, schedules, and reports on all test activities for area of responsibility.
  • Provides government DT&E results and final reports to PM, PEO, and other stakeholders.
  • Coordinates test plan/report CDRL reviews.
  • Develops and updates TEMPs and ITT Charters.
  • Develops and manages PTO agreements for CTF.
  • Coordinates/facilitates integration and communication between Sentinel CTF, SPO, and Prime Contractor.
  • Participates in all T&E phases outlined in the DoD Test and Evaluation guidebook.
  • Ensures appropriate project management controls are established for effectively managing test projects.
  • Coordinates/Ensures Technical Review Board (TRB) and Safety Review Board (SRB) activities are taking place within Sentinel CTF.
  • Follows up on any actions during TRB/SRB's to ensure actions are documented and resolved prior to test readiness review (TRR) and test execution.
  • Documents the accomplishment of SRBs, the overall risk assessment, and any associated actions.
  • Ensures appropriate project management controls are established to include oversight test projects are properly closed out.
  • Develops project plans identifying tasks, dependencies, and resourcing requirements.
  • Works with the Operations Lead and SPO Test Managers to ensure appropriate IPT, Prime Contractor, and Mission Thread Leads are included in project completion.
  • Provides support and advocate integrated approaches of Sentinel CTF efforts and support test activities for which existing guidelines may not be available or applicable.

Requirements

Required Qualifications:

  • Bachelor's degree in an Engineering or related field. *Experience may be substituted for education with customer approval.
  • For a SE1 role it requires 0 years of experience.
  • For a SE2 role it requires 0-3 years of experience.
  • For a SE3 role it requires 3-10 years of experience.
  • For a SE4 role it requires 10 years of experience.
  • Test and Evaluation Project Management Processes.
  • Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives.
  • Verbal and written communications are clear, concise, and at appropriate level.
  • Personal and organizational interactions exhibit and foster cooperation and teamwork, enhance customer relations, and actively promote rapport with customers.
  • Utilize resources effectively to accomplish mission, including ability to work effectively alone, unsupervised, or within a group.
  • Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
  • Focused adherence to safety and security requirements.
  • The ability to analyze, prioritize, communicate, and minimize the amount risk an initiative program or project may cause for the entire schedule.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Must be willing to travel up to 15%.

Desired Qualifications:
  • Experience in working on DoD test programs is highly desired.
  • Familiarity with DoD weapon systems and related subsystems/equipment, their projected use in the military, and methods of testing is highly desired.
  • Experience in conflict resolution within multiple teams so that all parties benefit.
  • Familiarity with test & evaluation planning and processes consistent with DoD acquisition directives and policies desired.
  • Familiarity with ICBM weapon systems and related subsystems/equipment, their projected use in the military, and methods of testing desired.
  • Experience in working on DoD test programs is highly desired.
  • Experience in working with DoD organizations, test organizations and/or prime contractors is highly desired.
  • The ability to direct a group of people or organization.
  • Able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
  • Familiarity with test & evaluation planning and processes consistent with DoD acquisition directives and policies.
