Head of Financial Intelligence Unit, Vice President (Finance)



Who we are looking for

This role, reporting to the Deputy Head of Financial Crimes Compliance (FCC), and is responsible for leading the Financial Intelligence Unit ("FIU") within State Street's FCC function. The role involves the design, implementation and management of State Street's processes for identifying, investigating and reporting suspicious activity that may constitute money laundering, or other financial crimes, by through or at State Street.

This role can be performed in a hybrid model, where you can balance work from home and office to match your needs and role requirements. Our standard hybrid model is 4 days on site and 1 day remote. Preferred location is Boston or Quincy, MA. We will also consider applicants from: Stamford, CT; Princeton and Clifton, NJ; Berwyn, PA; Atlanta, GA.

What you will be responsible for

As Head of Financial Intelligence Unit, Vice President you will be responsible for:

  • Leading the design, implementation and management of the process for analyzing the specific money laundering typologies which may be relevant to State Street's businesses and assessing the control coverage required to mitigate the risk posed by those typologies. This analysis must take into account industry best practices and guidance from regulatory agencies in North America, Europe and Asia as well as international or industry bodies such as the Financial Action Task Force, Basel Committee on Banking Supervision, The Wolfsberg Group, and the Securities Industry and Financial Markets Association
  • Assessing State Street's future transaction monitoring requirements and driving the multi-year strategy to address those requirements. This includes assessing new products and lines of business to determine the appropriate transaction monitoring requirements
  • Partnering with the FCC Innovations team and Information Technology teams to develop the required transaction monitoring models and tools
  • Overseeing the FIU's suspicious activity investigation and reporting processes, and ensuring the FIU has sufficient staffing, expertise, and analytic tools proactively to conduct timely investigations related to suspected money laundering, terrorism finance or other related financial crimes. Employees are located in multiple locations globally, including USA, United Kingdom, Poland, India, and Hong Kong
  • Driving operational efficiency in the FIU's investigation and reporting processes;
  • Engaging, as appropriate and permitted by law, with law enforcement and other financial institutions (e.g., information sharing pursuant to section 314(b) of the U.S. Patriot Act)
  • Collaborating with other elements of State Street's AML Compliance program as required, including the policy, risk assessment and KYC processes
  • Reporting to various State Street forums on the status of the enterprise-wide suspicious activity monitoring program, including the Anti-Money Laundering Oversight Committee

Education & Preferred Qualifications
  • An undergraduate college degree (bachelor) required. Advanced degree or JD a plus
  • 15+ years related experience
  • Proven leader of global teams, inclusive of talent identification, development and retention in an environment of strong collaboration
  • Strong knowledge and experience of global BSA / AML regulations, related compliance requirements and regulatory expectations including Suspicious Activity Report requirements or equivalent around the world
  • Sector knowledge involving private and alternative investment funds, mutual funds, registered investment funds and other securities related industries, including associated regulators and self-regulatory agencies such as the Securities and Exchange Commission (SEC) and Financial Industry Regulatory Authority (FINRA)
  • Experience dealing with financial regulators and law enforcement and ability to communicate clearly and effectively with such persons in the US, United Kingdom, European Union and Asia Pacific jurisdictions

Salary Range:
$130 000 - $212 500 Annual

The range quoted above applies to the role in the primary location specified. If the candidate would ultimately work outside of the primary location above, the applicable range could differ.
